Wilks Head & Eve is a long established independent Partnership of Chartered Surveyors and Town Planners providing
a full range of property services to our clients in both the public and private sectors.

The history of the practice dates back as far as 1820 and although we pride ourselves on the maintenance of our traditional
values, we continue evolving to meet our clients requirements and the changing demands of the property profession.

Many of our clients are longstanding, which we believe is a testimony to our high standard of professional advice.

Andrew Williams – Partner

Guy Harbord – Partner

Guy has been heavily involved with the valuation of Public Sector assets since joining the practice in 2006.  He has pioneered and developed the use of digital and IT based appraisal tools to improve our valuation reporting standards.  Guy leads the valuation team through the practical process, managing a constantly changing valuation workload and has expansive knowledge in a wide variety of public sector valuation needs and issues.

William Minting – Partner

William Minting is the Partner responsible for Party Walls & Rights of Light. William graduated in 1992 and completed his Masters Degree in 1996, and has specialised in Party Wall matters since then. Stephanie O’Neill – Associate Partner

Stephanie joined Wilks Head & Eve in 2005 and has recently taken over the position ofstephmb managing the rating team.  She has also helped to successfully implement our rates retention services which we offer and has direct liaison with auditors and clients as well as experience in relation to income maximization both through rating and rates retention.  Stephanie is a member of the IRRV.

Richard Guy – Consultant

William Eve, Chartered Surveyors (founded 1859)

Richard Guy qualified in 1971 as a member of the Royal Institution of Chartered Surveyors and joined the predecessor firm of what is now Wilks Head & Eve in Harley Street W1, becoming a partner there until 1986. After leaving Wilks Head, Richard joined with Jon Derisley FRICS as joint partners in the firm of William Eve & Sons, Chartered Surveyors, incorporating Arkwrights, based at North Camp by Aldershot in Hampshire. The practice was later sold to Messrs Savills and Richard became National Director for Rating for that organisation. Since April 1997, Richard has been sole principal of William Eve based in Surrey but covering the UK.

Richard is a valuer with a wealth of rating experience developed over 40 years, and is familiar with all the issues concerning the assessment of public sector properties.  Richard is an elected member of the IRRV Council, a Past President of that body and of the Rating Surveyors’ Association and is a prominent speaker on rating matters.  He is a member of the IRRV Valuation Faculty Board and was until recently the Vice-Chairman of the RICS International Valuation Faculty Board.

Matthew Boursnell – Consultant

MRICS BSc (Hons)  Building Surveyor

Having previously worked for a number of West End and West London Surveying Practices, Matt has developed a wide range of experience in a number of building surveying disciplines for a variety of clients in both the public and private sectors. He specializes in pre-acquisition commercial building surveys, dilapidation’s negotiations for both landlord and tenant, dilapidation’s assessments, fire insurance valuations and project work.

Pat Doherty – Senior Consultant


Pat is a Public Sector Consultant with Wilks Head and Eve and was, until recently, the Deputy Director of Finance with Harrogate Borough Council. He is a member of the Council of the Institute of Revenues Rating and Valuation and he was President of the Institute in 1996/97. Pat is also a Chartered Public Finance Accountant.

He has extensive experience of local government finance, financial management, business planning, change management, resource management, project management, ICT strategy planning, and e-Government. Pat has undertaken both advisory and consultancy work for local authorities in the UK and internationally including for the City of Shanghai, China, the City of Toronto, Canada and the Department for Finance and Personnel in Northern Ireland and has been recently appointed as a specialist advisor on local government finance to the Government of Montenegro. Pat is a recognised expert on property taxation and benefits.

Bill Morle – Consultant


Having been involved in town planning, building design and project management for over 40 years, Bill has a substantial breadth of experience across a wide spectrum of development projects and a clear appreciation of every aspect of the development process.

After several years working for a major, national house-builder Bill moved to private consultancy practices where he has brought to fruition a very diverse range of, frequently difficult, projects for numerous clients in both the public and private, commercial sectors.

Raymond Kilsby – Consultant


Raymond is a fellow of the Royal Town Planning Institute and is currently in his 50th year of professional practice. The first 15 years of that experience were with four different local planning authorities, with the whole of the remaining 34 years involving private sector consultancy operating upon a national basis.

James Pickles – Consultant

James has 10 years’ experience as a Rating surveyor, based in Manchester he has successfully mitigated business rates charges for a wide range of public and private sector clients across the North of England including Manchester City Council, Liverpool City Council, The Royal Bank of Scotland, Network Rail and the NHS.  James is a member of Rating Surveyors Association and also of the Royal Institution of Chartered Surveyors where he sits as an APC assessor.
